Bins haven't been taken for 4 weeks

Bins haven't been taken since before Christmas time. I have noticed that been collectors team open the bin are doors look at it and leave it. As you can see from the photos there is no place left to leave the rubbish, everything is stored on the ground now. Urgent rubbish removal required!
