Rubbish bags

Sent to Peterborough City Council less than a minute later. Council ref: 3230208.
This is the second time in a matter of weeks where rubbish has been left at the end of the cul de sac, the full contents are not know so unsure if all rubbish is safe. Some bags are split and there are indication that food is present in some, this will attract rats. This rubbish was noticed yesterday and had been added to overnight. Bags are on both sides of the road in bushes and waste land. As this is not an isolated incident investigation as to the source should be considered.
There are also a large deposit of bags on the corner of central Avenue on the waste ground, this area is constantly a dumping ground and also includes lots of glass on the footpaths which is hazardous to pedestrians and more particularly children as it’s on a main school route and dogs. Flytipping and broken glass is becoming an ever increasing issue and needs further policing
