Bell-shaped object near road entrance

Several days ago I was exiting the Rose and Crown parking area where was a large SUV entering the area from my right. I steered slightly to the left to make sure the driver had sufficient room. As I began to enter Wisbech Road to turn left I sideswiped a bell shaped object that was anchored to the ground. It is about 12 to 13 inches high and is adjacent to a rubbish bin which can be seen from the drivers side but the bell shaped object cannot. It damaged my lower passenger's side door and the sill beneath. My concern is here that drivers who are unaware of this bell shaped object could have a similar experience. My feeling is that if it is going to remain, something should be affixed to the top of it so it can be visible to drivers exiting the parking area.
