Council public rubbish pin not secure

Sent to Peterborough City Council less than a minute later. Council ref: 3147107.

This bin is a continuous target for school kids and drunks who are continually kicking it over which means all the rubbish inside is thrown all over the public path. Could it please be resecured to the ground to stop this from being an ongoing issue
