Difficult access on Nene Weir Bridge

Sent to Peterborough City Council less than a minute later. Council ref: 3132933.

I am a volunteer ranger with the Nene park Trust and my patch is the NPT's Rural Estate. For months now I have been trying to get something done about the access across the weir bridge. The problem is that the ground beneath the stile at both ends of the bridge has worn away making the step up to the stile is impossible for those of shorter stature or less mobile. Walkers have to climb up the fence at both ends of the bridge to access the bridge stiles. I know of one female walking group which does not take that route now due to difficulty of access. last week I saw that Lattenbury Associates were repairing the bridge decking and I rang highways to see if they could get something done. Today the problem with the two stiles remains and for some reason the contractors have also only replaced 2/3 of the bridge decking. The Nene Park Trust say it is not their responsibility to rectify the issue. Which is the authority responsible for ensuring that public rights of way are accessible?
