Danger of fences collapsing onto the right of way

I do not know how long this issue has been present, perhaps others have also reported it. I have not used this short cut for a long time, for personal reasons, but I decided to use it this morning. It is a public right of way between Melford Close and Thorpe Road in Longthorpe. There is a long stretch of wooden fencing bowing out quite badly into the footpath and could potentially fall at any time. There is one poor attempt at repair that I noticed which seems about to give way soon too. It seems to be caused by trees in the back garden of the house in Melford Close having not been trimmed back for a long time. There may also be issues with trees in the back garden of the house on Thorpe Road that backs onto the house in Melford Close. Those trees also need cutting back anyway as the overhanging branches are making that stretch of the foot path very dark, even in daytime. I would hate to see it collapse as someone is walking past. It seems I must continue to take the long route to the bus stop, even though this short cut takes off about 5-10 minutes of the time it takes me to get to that bus stop. Thank you.
