Untaxed car blocking dropped kerb access off drive

This is a twice-daily recurring problem on Queen's Gardens, whereby parents dropping off children to TDA and the junior school are parking blocking dropped kerbs, specifically access off residents' driveways. This has already been reported to the council by other residents, police came on one day a month ago, and no lasting action to address the problem has been undertaken whatsoever. The situation is continuing to worsen, and residents of Queen's Gardens have also been significantly adversely affected by the decision to block all but residents' access to Queen's Drive West during school drop-off and pick-up time. Today specifically it took me 20 minutes to get to my house from Park Road(!) due to the number of cars that were stopping in the road on Queen's Gardens and therefore holding up traffic, before doing a turn in the road to exit Queen's Gardens. When I eventually reached my house, I was unable to park anywhere as the road was logjammed and access to my drive was blocked by a white audi a3 which was also partially obstructing the road, due to the illegal way in which it had been 'parked'. My housemate, whose car was parked on our drive, was also needing to leave for work but was unable to do so because access off our drive had been blocked, which is illegal. We waited for over 15 mins for someone to return to move the car, and i had no option but to stay in the road with my hazard lights on for the duration as there was nowhere else for me to go. I took the attached photos of the vehicle blocking our drive, then ran a check on it and it's untaxed since 1 August 2021 (over two months ago) so shouldn't even be getting driven on public roads, despite the fact I see this car driving multiple times every day. Obviously that needs addressing with the registered keeper of the vehicle (registration number: BK59 UBE). However, the broader issue of the way that drivers conduct themselves on Queen's Gardens needs immediate action to deter from the council.
