The road surface has degraded and a large hole app

Sent to Peterborough City Council less than a minute later. Council ref: 2924768.
This pot hole appears every few months because the surface under the tarmac is soil and is unstable. I have reported this on lots of occasions but all that happens is that it is filled with cold bitumen which breaks up the next day. The stones are large and there are two low level windows adjacent to the road which may easily get smashed by traffic running over them or indeed a person could be badly injured if a passing vehicle pinged one out. The hole then fills with water and cars etc splash the rendered gable flank wall which is supposed to be a light colour but now thick with dirty water. This is causing very early deterioration of the fabric of the property and damaging the walls to such a degree that it is causing damp penetration. I have a duty to my tenants to give them reasonable living conditions but this is impossible due to the erosion of the road which is out of my control. I will be calling my local councillor ASAP to ensure some satisfactory action this time not just a palliative measure.
