Garden beds turning into open bins

Garden beds on the Monument Street are turning into open bins. There are overgrown with weeds, full of rubbish and needles after drug use. The garden beds appear to be not looked after for years and left to deteriorated. These should be filled with plants, flowers and should be well maintained, otherwise why even bother to create these. I appreciate the hedges (or whatever is left in those beds) are cut once a year by council, but this is not enough as for the best part of the year the garden beds look complete mess and attract more flytipping (already big problem on this street). In such a state, these are an eyesore not only for the residents on this street but also anyone passing Monument street heading into town centre.
