Flooding at 35 the dell

I wish to make a formal complaint regarding flooding at the front and rear of the properties 35 to 39 the Dell Peterborough PE29QD whenever there is heavy rain.
The reason the flooding is occurring at the front of the properties is there is nowhere for the water to run off due to the grass verge being higher ground than the path which does not let the water escape as well as the fact a soak away drain has been filled with tarmac, making the problem worse as the water cannot get away, which means the water is now backing up to the front doors of the properties. This did not happen when the soak away drain was open and not filled with tarmac.
The way to resolve this problem would be for the grass verge from numbers 35 to 39 to be excavated and levelled and either the soak away drain should be unblocked or a new soak away excavated, and new drains installed to cope with the water to prevent any future flooding and damage to property.
The other problem is that at the back of the properties from numbers 35 to 39 the road is flooding you cannot park your car for fear of water damage, and traffic cannot pass, it must mount the kerb and drive over a grass verge, which is dangerous. Also, the water level is such that a small child could easily drown. The problem is occurring due to drains constantly blocked where the road dips and the drains cannot cope with the water runoff from the new development at Albion close as the road is running down into the Dell. There is not sufficient drainage to cope with the volume water which is encroaching into the back gardens of the residents.
The developer or the Council should have provided sufficient storm drainage to cope with any flooding which should have been detailed in any planning application, and somebody should have a duty of care not to put the public in any danger as well as avoiding any flooding for the residents of the Dell.
I would therefore like you to investigate this matter and find a suitable solution to
