Road drain pipe blocked

For the past 6 months this drain half way down school lane blocks when it rains causing half the width of the road to flood up to 5 inches until the water reaches our private drain on driveway of no.3A. Knowing the major city flooding at the weekend I knew you would not be able to attend soon so to remove the flood I cleared the blockage to some extent as follows:
At the weekend while underwater I lifted the cover and inserted the drain. The horizontal outlet pipe was completely blocked and the drain shaft depth full to just below the pipe. I used a drain rod to clear the pipe about 1m along until it turns a bend my rods wont go down. I then used the circular end on the rods to put water movement back and fourth along and it created enough flow for the fooding to clear. I then emptied as much of the shaft of soil derby as I could.
Today it has rained again and the shaft filled with water but the pipe is not 100% blocked, the water sits half way up the outlet pipe and flowing enough for it not to food. My guess would be the pipe is still partially blocked say 40% further along after the bend and both the pipe and the shaft need vacume/power cleaning to avoid any further issues.

Our contractors have been on site confirmed the gully and pipework running to the nearby manhole is clear and free from any detritus.
