Brown bin causing parking issue

The brown bin has been left on the road full of concrete since January 2021 and hasn’t moved since. The lid and handles have now been covered in a brown looking sticky substance. With many children walking through the area the unknown substance can be dangerous if touched or ingested. As the bin is in the way it’s taking up parking a parking space and causing cars to park on the corner. Thus makes it hard to see round the corner and causing people to block people in or park on the grass. The bin has been pit there out of spite and is causing issues for many as parking is already an issue in the area. The bin is located in a culdisac in Barnstock, adjacent to 19 Barnstock.
