Very low alarm cable across my garden

Sent to Peterborough City Council less than a minute later. Council ref: 2795092.

Have tried reporting this several times but no-one knows who I should report it to so have been pushed here there and everywhere and ended up here probably wrong but really hope you can help. Mine and my neighbours house are situated between bungalows there is a cable slung over the gardens which we think is to do with alarms but we don’t know it is extremely low. I’m worried this could be live. Could someone please come and look and sort it out. I have contacted cross keys but apparently because I’m not a cross keys tennet I can’t report a repair.
