Planters around trees in East Water Crescent

Good morning, I am trying to establish who's responsibilty it is for the upkeep of the "planters" around the trees in East Water Crescent Hampton Vale Peterborough PE7 8LU. The "planters" are constructed of railway sleepers but due to their age are rotten and 50% have fallen apart, please see attached photographs as requested. There doesn't appear to be as much of an issue in West Water Crescent as the land is flatter but this area may also need looking at. The "planters" along Higney Road and Tinus Avenue that continue along the canal were replaced last year and so I was expecting ours to be replaced too hence my enquiry. I would very grateful if you could please look into this matter and update me or refer me to whoever is responsible for maintenance.
