Van which always parks on and opposite a junction

This week I have nearly had a head on collision with a resident who was coming out of Squires gate as I was coming around this van to pull into Squires Gate!

You cannot see who is coming out until it is too late as coming in and out you're having to go around this van, it is there every day late afternoon and every weekend, for the past year!

I am not sure why anyone would park on or opposite a junction knowing this would cause restricted view and possibly cause an accident, the council should look into parking restrictions.
