Massive, overgrown tree hanging over garden

Sent to Peterborough City Council less than a minute later. Council ref: 2652028.
This tree is very large and overgrown. When the leaves appear and the tree becomes fuller, it blocks a good portion of sunlight out of my small garden (no 37 as well as the neighbours garden), resulting in the grass to die. I've recently moved into this rental property but it appears as though the tree has been like this for a while. I'm currently doing the garden up and trying to make it look nice. I won't be able to plant anything in that area otherwise it will die. Could it please be cut way back.

A qualified tree surveyor has assessed your request and following a site visit has been unable to recommend any further action on this occasion.
Please be aware that Aragon Direct Services manages the Council owned trees in accordance with the Peterborough Tree & Woodland Strategy 2018-2028.
Continued management of all of our trees forms an integral part of this strategy. All Council owned trees are surveyed by a qualified surveyor for safety every one to five years, depending on how much the area surrounding them is used. Where inspection identifies maintenance work it is scheduled in accordingly with safety issues forming the highest priority.
