Road drain causing flooding

Sent to Peterborough City Council less than a minute later. Council ref: 2626295.
Road gully was recently cleaned revealing 2 outlet pipes. PCC has stated that the gulley ran to a soakaway but after gulley was cleaned, the lower part of Pier Heads garden started to flood. Excavation revealed 2 pipes, the same size as those exiting the gulley. These seem to be blocked. Pipe run from the gulley should be investigated with a camera to see what really happens.

This Gully outfalls into a Soakaway in the grass verge this soakaway has a gravel bottom to enable soakage, it also has to 2 number pipes approximately 600mm in length these enable water to flow into the subsoils either side of the soakaway. No Highway drainage will have a direct feed into private gardens, it has been known in other areas within the city for utility company ducts to collect and convey ground water and surcharged out of any utility manholes etc.
