Overhanging branches onto property causing debris

My mother having to pay to have guttering cleared due to leaves , branches and debris as tree is left to overhang onto pathway and my mum’s property. Over the years I constantly have to write , email or ring PCC to come out and do something - usually all they do is cut back branches and say they monitor this regularly but that’s not true . In the current photo doesn’t do it much justice as branches bare at this time of year but please I need someone to help my disabled , elderly mother .

Aragon manage the City Council's tree stock in line with the formally adopted Trees and Woodlands Strategy.
In line with the above, the tree stock is assessed from a health and safety perspective and at that point, if any issues are picked up, works would be instructed.
There is no legal requirement for the City Council to prune overhanging material and as such we cannot prune for this reason.
A build up of detritus in gutters and on rooves has been tested in the courts and is considered to be part and parcel of living with trees.
The resident is within their rights to prune to the boundary without needing consent from the City Council however they would need to meet this cost.
A gentleman at number 13 came out and this information was relayed to him.
