Flooded ditch overflowing

Sent to Peterborough City Council less than a minute later. Council ref: 2529895.
I've report this ditch being blocked before and nothing happened. Now overflowing and flooding my garden. There bags of rubbish, branches and foliage blocking the water way and the recent bad weather has made it overflow. When you get to the end of Nightingale Court by House number 50, there's a walkway leading on to the path towards Paston Tesco. As I first reported the litter when I first bought and moved into the property two years ago. I then reported it again last year during the bad weather. But it didn't flood as bad as this time, which has again cause me to raise the issue again.

This ditch does not fall within land owned by Peterborough City Council, this said we undertook regular inspections of the water levels as this would have been due to the unprecedented rainfall and ground saturation with December 2020 being the wettest since 1868. This resulted in ditches remaining full for long periods due to the continuous ground water feeding into them from the adjacent saturation grounds. We have since found out this ditch is registered to Monsell Youell Homes Limited, which we believe is now part of the Persimmon Group.
