Dangerously thick bramble hedge encroaching footpa

Along the boundary of no 1 Thorpe avenue there is a very thick/wide extremely thorny hedge. It encroaches the public footpath to such a degree that a child in a pushchair/a disabled person in a wheelchair or even a pedestrian could suffer a very nasty injury. The footpath is already compromised by an overgrown grass verge which has taken 2/3 " from its width. Last summer I damaged the sleeve of my expensive leather jacket when I brushed pass the huge thorns on this hedge. We consequently now walk on the road particularly if I have my small grandchildren with me, I'm so frightened they could potentially seriously injure themselves. Footpaths should be for pedestrians to walk on not to endanger life. I urge you please as soon as it is possible to address this situation and also the grass verges around the avenue.
