Flytipping/litter in layby

Sent to National Highways and Peterborough City Council less than a minute later. Council ref: 2489553.

Rubbish/ flytipping in the layby (as if travelling east) just after the eye roundabout. Can you clear and also install bins if not already there. This layby is always badly littered as lorries stop there overnight and leave all their waste behind.
