Car abandoned on pavement 'no parking' area

This car has been parked in front of a 'no parking' sign for weeks with no movement. It's partially on the path obstructing people with prams and is right near an 'S' bend & 'SLOW' markings in the road... it has a parking ticket on it for days also.
