Private resident reports issue with local flooding

We need help to resolve a serious reoccurring issue every time it rains too much. The front of the house and through the back gets flooded , the manhole cover lifts and leaves a massive hole on the drive. The houses near don't seem to suffer but we get toilet paper and a foul smell all around our house. We called the council before and Anglian water but as yet we have never had a visit. Today is exactly the same and the manhole is once again open and we cannot venture out the front door. 'm not sure how far it goes into the back fields , if at all But there's always toilet paper etc on the drive and round the back. The manhole cover cannot stay in place too much water. The toilets when flushed fill to the top with back pressure.

The sewer network in Newstead Close, both the surface and foul sewers are the responsibility of Anglian Water there the resident would need to pursue this with Anglian Water on 03457 145 145 option 1.
