More flytipping/litter

Continuous flytipping in the layby in the picture on the southbound carriageway. Not sure if it has been recently cleared and the rubbish is new. This has been going on for years and not sooner is it cleaned up, more appears. Please can you clear this and consider installing cameras or blocking off access. Many thanks.
