Road/bridge need re-surfacing. Dangerous

The entire road needs re-surfacing. It is dangerously slippery on horseback and horses are falling over on the bridge where there is no grip at all due to the surface of the road. My horse fell on the bridge and is now injured. He is an expensive competition horse and I will be seeking legal advice on claiming to pay for his veterinary treatment caused by the state of the road. Several horses have fallen here now and two have broken their legs. The bridge really is a death trap for horses and with so many horses using it something really must be done before someone (or a horse) is killed.
