Overgrown land

At the bottom of my garden there is a piece of land owned by the council that is overgrown with bushes, hedges, shrubs, grass and trees. The trees are high that they are affecting the sunlight reaching my solar panels and they are encroaching onto my property. I was offered, by the council, last summer if I wanted the land at no charge but I declined.
