Private hedge taking over public pavement

The hedge has grown to over public path, it is getting wider and taking up over half of the width of pavement. Very hard to walk with kids and pram. The corner of road has large puddle can't get out of way when cars go round bend. Children\parents have to walk on road as no room on pavement. The cut it but not depth and it's getting out of control.
