Damaged verge problem

The grass verges along Four Chimneys in Hampton are being used for parking. In particular between 230 and 248 and also between 200 and 202 Four Chimneys – see attached photos. Would it be possible to either re-turf and install bollards to prevent verge parking or block pave/tarmac over to allow parking in these areas?
