Campervan permanently parked

Sent to Peterborough City Council less than a minute later. Council ref: 2405483.
There is a campervan permanently parked (i.e. it has even lowered its stabilisers) in the lay-by on the Oundle Road near Rushmere entrance. There is also a 'linked' car also parked in the same place. The campervan has been parked for approx 3 weeks, whereas the parking conditions are '4 hours, no return within 2 hours'
