Excess debris from the tree outside our property

This is the first year we have known such excess debris (leaves and branches) from the tree directly in front of our bungalow. Some of the branches that have fallen onto our drive have been rotten, maybe the tree is too old and not maintained. Currently (since the leaves have begun to drop) my husband is having to clear the blocked guttering once a week and sometimes twice to counteract the water overflowing due to the debris. This is presently alright but we are both in our mid 60s and could not afford to pay someone on a regular basis to come and clear the guttering.
