Obstruction to people with pushchairs and prams.

I have been contacted by a resident about the structures on a pathway between Manor Gardens and Chapel Street (opposite St Johns Primary School) which is causing an obstruction to people with pushchairs and prams. I have attached a photo.
They may be there to prevent cyclists from entering the path, but as two other entrances don't have them they seem superfluous. If they are to prevent cyclists from speeding out on to the road they are unnecessary as there is a barrier opposite the road.
Would it be possible to consider their removal or is there an alternative they can be replaced with that can serve the same purpose?
