Lack of access

The resurfacing of St Paul’s Road was changed from last week to the start of this week and didn’t start until the day after they were scheduled to finish. Who ever was coordinating works did not check for other works in the locale and we have already had access problems due to the resurfacing of the Bail Hostel car park and excessive vehicles making it difficult to exit or enter Wesleyan Road. With the resurfacing on St Paul’s Road , It would appear that a Disability Impact assessment was either not done or failed to realise that there are six bungalows for severely disabled people who regularly require extra support or regular visits by nurses and doctors and frequently emergency ambulance access, and off site visits. Add to this a further 10 bungalows for frail elderly who also require additional support visits or off site visits. Then there are further families in Wesleyan Road that have disabled children that also require support or other on/off site visits. Fortunately for us the resurfacing operatives were able to allow access on a limited basis. They were not happy that the residents were not informed of the dates, but as I’ve already said they changed several times. A final problem was that when the resurfacing equipment needed refilling that the tanker was parked in the entrance to Wesleyan Road and due to other vehicles already on one side blocked the road entirely. It was very fortunate that an emergency ambulance was not required during the 20 minutes or so this complete blockage took place.
All in all it has turned out to be a rather shoddy example of a total lack of communication and planning . I think that the council needs to apologise formally to all the residents of Wesleyan Road for the handling of the two resurfacing projects and the traffic chaos caused and the potential threat to life that occurred.
