Overgrown hedges

The following has been reported to me, and I undertook a site visit on Friday afternoon (photos attached). I believe the same issue has been dealt with in the past, if you could check back through Amey records, and may involve an absent landlord.
Overgrown shrubs and overhanging trees on the corner at a block of flats around 113 Somerville. The tree has low hanging branches, as per the image with my car in sight. The worst branch actually hangs at the level of my windscreen when passing. Pedestrian or mobility scooter passage is restricted, due to the shrubs spreading across the footpath.
Can this be dealt with a.s.a.p., please? I ask this because, as a consequence, the overgrowth prevents easy sight of oncoming traffic from the left when leaving the point at which the photos were taken. There was a car parked on the opposite side of the main route yesterday that forced oncoming traffic over to the side nearest this junction. I almost had a collision but was spared because I was taking extreme caution.
