Reduced parking space on the street

Sent to Peterborough City Council less than a minute later. Council ref: 2259467.

Can you please check if owners of properties Sprignall 88 and Sprignall 89 had legal right to extending their gardens. By extending their gardens beyond original boundaries they reduced space allocated for car parking. At the moment their fences are exactly on the edge of car parking and because of that longer cars are ending nearly on the street. It's very difficult to manoeuvre and park a car. A few cars was scratch recently when somebody was trying to park a car. In addition fence on the right side of the parking is as well exactly on the edge of parking. Because of this is very difficult to park 3 cars and in reality most of the time are park only 2 cars. There are limited parking space on our street and because somebody has decided to extend their gardens by 0.5m is even less.
