Pop up COVID cycle lane

The council has put up a pop up COVID cycle lane. As a resident on Priestgate I’m very unhappy I had no warning regarding this DANGEROUS change. I have great difficulty getting in and out of my carpark as I have a large vehicle and the bollards are too close to the entrance and exit- if I was to scratch my car or kerb my wheel because of this, are you going to pay for my repairs? In addition, it is NO ENTRY. I appreciate the signs have been moved since it was initially made into a pop up cycle lane however, yesterday I stood outside my apartment for 5 minutes, I counted 18 cars/taxis/lorries who ALL came down the no entry. I then encountered a near collision when I left my apartment with another car, it was coming down the no entry and it refused to move back even though I said you’ve turned down a no entry, the car which was actually a taxi did not care and by the time I sat there waiting for it to move more traffic had built up behind me forcing me to try and reverse back into my car park causing potential damage to my car due to the limited space. During my 5 minutes outside, I saw no cyclists using the cycle lane and I would like to add I have only seen it used once by a cyclist the whole time it has been there, again when I was leaving on another day occasion I have to poke the bonnet of my car out so I can see I am safe to pull out, and then nearly hit someone using a bike in the lane. Some of the bollards need to be removed on the two entrances to car parks down Priestgate. No entry signs must be made clearer as clearly people do not understand the Highway Code. This is a complete waste of public funds and it is going to cause major issues if it is not changed soon.
