Problem with drainage pipes

Sent to Peterborough City Council less than a minute later. Council ref: 2255541.
The sudden downpour of rain we had on sunday led to water coming out of the ground like a burst pipe in the middle of the green on Nene Close. I contacted Anglia Water who came out and said it was not due to a mains or effluent pipe bursting, but due drainage pipes owned by the council and that i should contact you to let you know. Another resident i spoke to said it is in the same place were there is supposedly a well. I leave this with you now in case further investigation or repairs are required, my concern is if it is a broken pipe or well, last thing we want is for the ground to collapse and a child hurt themselves due to its location being near a toddler park and where kids play. Finally, this has never happened before while living here, and wonder if the integrity of the pipe/well was compromised when the council were here a few weeks ago cutting the trees back, they were driving their vans on the green which could of caused the damage, or not and is just wear and tear.

Nene Close has several soakaways draining the carriageway one of these is located on the green open space area, during times of heavy intense rainfall the velocity water entering these soakaways over loads the system and water can be seen pour or at time projecting out of the cover, there is a possibility the cover has been partially covered by overgrown grass, thus looking like its coming out the ground.
