Blocked drain causing flooded road and mud

The drains opposite the wall the The Rectory on Russell Hill Thornhaugh become completely blocked by mud every time it rains, and significantly so in heavy storms, as we had recently. No water drains away resulting in a completely flooded road. Once water has finally gone the road is left with very slippery mud. It is impassible for pedestrians and dangerous for cars who may either aquaplane when the road is flooded, or slip on the mud covering the road.
