Road keeps flooding

Please seeing the attached video showing the amount of flooding in Vere Road, during the rainfall yesterday.
Residents report that this is a regular occurrence and would like the situation to be investigated.
The water clearly is not draining away as it should and is coming right up to the front doors of the properties.

An inspection of the area was carried out at 12:34hrs today (17th August 2020) no surface water present and all gullies were clean and water levels below the outlet pipe. Speaking to a local resident they confirmed the road drained down quickly once the rain had stopped. All highway gullies are working as designed unfortunately this is a capacity issue whereby there is more rainfall than the drainage system can take as such surcharging occurs at the lowest point of the network, it was noted there are a lot of properties with paved or concreted surfacing and no internal drainage this adds to the impact as private water is flowing onto the public highway.
