Sent to Peterborough City Council less than a minute later. Council ref: 2232668.
My idiotic neighbours have general waste in green bins. It wasn't collected with the recycling waste and now hasn't been collected with the general waste collection. Please arrange to empty their bins, they stink! They are in the Dingley Court road outside the first garages on the left
