Block paving pulled out and laid across pavement

Sent to Peterborough City Council less than a minute later. Council ref: 2231006.
Arrived home tonight and found that a number of the block paving bricks had been pulled out and laid on the pavement/road. This would be catastrophic if a car hit it and is also tempting to unsavoury characters to throw them at property.
I have tried to put them back as best as I can but they're lose and can be pulled out again. This is urgent. Please attend and cement these in properly so this doesn't happen again, it has happened before.

The Peterborough City Council Highways team have assessed this issue as a high priority and aim to repair it urgently.
