Overgrown tree blocking path

Sent to Peterborough City Council less than a minute later. Council ref: 2230769.
This tree has been growing uncut since 2003 and has been getting exponentially worse ever since. It is blocking the path to cars when car park is full. It is hampering access to number 30 and 31 as the tree is sharp and low hanging and causes punctures to our bikes. If our bins are left out blocking the path we would be fined, and this is more intrusive and blocks light from both gardens mentioned.

There are 3 offset access points along the back of these properties that give access to the gates. These areas are not owned by Peterborough City Council which is why they have not been managed.
