Safety railings missing from island at crossing

There was an accident here some time ago, possibly up to a year ago, where a high speed vehicle crashed into the railings of the island (at the crossing of London Road (A15) between Aqua Drive and Eagle Way). The railings have never been repaired. Not only are the resulting orange temporary plastic barriers an eye sore but pedestrians waiting on the island are not protected from high speed vehicles veering out of control (the speed limit is 40mph but reckless motorists often exceed this). This should really be fixed to avoid a fatal collision with a pedestrian and to improve the general appearance of the area (secondary). Surely this shouldn't take over a year to fix.
