Broken communal fence

I wasn’t sure which category to log this against so apologies if I didn’t log it against the right one.
A fence between a communal carpark and 2 housing estates fell down in the strong winds / storms earlier this year.
The broken fence is adjacent to my house (126 Fountains Place) and the houses opposite the broken fence are 113 and 114 Fountains Place (etc)
Everyone who lives in that estate are now using it (the fallen down fence) as a short cut through to their house, meaning that LOTS of people walk past my house and through the communal car park to get to their house.
During the Covid-19 lock down this is absolutely driving me mad as there is a VERY heavy flow of people walking past my house many times a day to take a short cut through the fallen down fence! I live on the end of the terrace on the edge of the communal car park. So every time someone walks past my house to take the short cut to their house (through the broken fence) everyone looks into my house / lounge whilst walking past my house! It drives my dog crazy, and me too! It’s not good when I’m trying to work from home and take lots of conference calls with a noisy dog distracted by lots of people who wouldn’t usually walk past our house and look inside!
I presume (hope!) the broken fence is a communal fence and the responsibility of the council to fix. Please can you confirm?
