Tree blocking daylight problem

Sent to Peterborough City Council less than a minute later. Council ref: 2106292.
There is a tree outside of our property, which as become over grown. The tree is interfering with service lines and signals to our property and blocks the natural light from the front of our house. There is a safety concern, due to the size of the tree and should it fall it will cause substantial damage to our property and neighboring houses/road. How can we arrange for this tree to be reduced in height?
