Very poor surface on cyclepath

I contacted the council regarding the surface in August 2019 and was promised that the surface would be improved by the end of the 2019/20 financial year. The 2019/20 financial year has now ended, and I am disappointed to report that nothing has been done about the surface bar a sign warning of an uneven surface. I feel that this solution is unsatisfactory. The surface has already damaged my tyres on my bicycle, and it can also potentially cause injury due to the large potholes and large stones.
