Large area of beer cans in bushes and on path

Green area where children play and people walk their dogs opposite cemetery on new road. Between 3 and 5 men congregate around 5pm most evening and drink beer and smoke. They bring several packs of beer and throw the empty tins in the Bush. They leave cigarette butts everywhere. While they are their they are intimidating just because they sit on the path and make it difficult to pass them when walking. There are 2 public bins within 10m of the area. It's been happening for over a year and the council have not done anything.
