Tree branches overhanging, blocking light

The tree has branches which overhang several feet into my back garden. With the severe winds lately, I am concerned the branches will break, causing damage to my shed, fence and possibly my house. There are already dead branches overhanging the footpath; one which is hanging straight down could cause serious injury if it broke while someone is walking underneath. I emailed the council about this in 2014 and was told that the tree inspections were complete for the year, but it would be looked at next year. This tree has never been pruned in the 9 years I have lived at my address. Because my garden no longer gets any sunlight at all (due to the tree blocking off all light), the ground never dries out and my lawn is a permanent swamp. The tree blocks all sunlight. I really don't want the tree removed/killed as I know the council has done this previously as a cost cutting measure. The tree is healthy, it just needs some pruning please.

Thanks for your enquiry regarding a Council owned tree.
A qualified tree surveyor has assessed your request and following a site visit has recommended works. On completion of the works you may feel the task undertaken may not fully address the issue raised. Aragon Direct Services employ qualified tree surveyors to undertake the inspections and all works recommended are in accordance within the guidance contained within the Peterborough Tree & Woodland Strategy 2018-2028.
Continued management of all our trees forms an integral part of this strategy. All Council owned trees are surveyed by a qualified surveyor for safety every one-to-five years, depending on how much the area surrounding them is used. Where inspection identifies maintenance work it is scheduled in accordingly with safety issues forming the highest priority.
