Destroyed gutter channel

The last 7 or 8 years has seen the steady deterioration of the drainage gutter channel on the threshold of Hall Lane & Grange Park, Wittering. Originally in three manufactured sections, the channel is now in 10 separate pieces, each of which has their own movement of axes following years of vehicles bumping across. As well as damaging to vehicle suspension, the vibration & noise experienced by the nearby houses has gone beyond tedious. I have lived in The Barn which overlooks the junction for more than 22 years. In this time I have noted that the gutter is actually superfluous. The net result of the topography is such that absolutely no water is ever channelled down the gutter & into the drain at the end of the channel! When there is protracted, heavy rain the road is more akin to a river. Hall Lane is on a 4 degree incline down, (east to west), with a slight gradient right to left (north to south). Water, as you would expect, just flows directly down the lane following the line of least resistance. Any collection of water runs against the kerb stones on the south side of Hall Lane, eventually down to a somewhat inefficient soak-away beyond. Grange Park also has a sideways gradient, as well as an incline. This has the effect of compelling the water to run against the 'low-side' kerb (west side of Grange Park) towards Hall Lane. Unfortunately, the only drain on this side of the road is the one at the end of the gutter channel, which is 6”-7” from the kerb! Any water running down Grange Park just bypasses the drain on the inside & adds to the water running down Hall Lane!
Rather than just renew the gutter channelling sections, would there be an argument for removing the broken pieces & Tarmacking the trench? The channel is redundant & doing so would not affect the existing water flow. It would have the added benefit of solving the noise/vibration issue in the homes & also be friendlier to vehicle suspension.
