Traffic light's button problem

Email: I'm interested to know why there are push buttons on the 4 way junction on the A15 with Hampton Vale and Hampton Water as they dont seem to work at all and only stop when there are no cars on the A15. I've been stood in the pouring rain trying to cross the road for over 5 minutes and they dont make the light go red, in the end I had to cross regardless when there was a break in the traffic. Please can someone explain why the cars are given priority over pedestrians in this case when further up the road near the Gym the lights change as soon as you press the button

    An engineer has also visited site and ensured the site has no live faults.

    The sites operation will be monitored as part of some other works relating to this junction.
