Tree/bush so wide it’s taking up over the pavement

On glemsford rise a neighbour tree/bush is so wide it is over half the pavement ,I cannot get my double pushchair past (and struggle with a single and child walking next to ) as it’s so wide over pavement and it’s to dangerous ti walk on the road as cars come round that corner and can’t get back onto pavement quickly and dangerous as it’s at the babies eye level so have to put a hood all way to stop the child being poked in face by it . When wet it’s impossible to pass with out it shaking water all over us . I asked neighbour nicely and showed the problem and how it’s obstructing the pavement and if they could cut it back but they have not done anything or said they would . I read The owner or occupier of a property has a legal responsibility (Highway Act 1980 s154) to ensure that the 'public highway' adjacent to a property is not obstructed by vegetation from their property. So I am hoping you can look into getting them to cut it back and keep it maintained so it’s not obstructing the path . Thank you
